This library accompanies the report on the Newsom administration’s oversight of Lendistry-administered grant programs. It brings together the report’s documentary sources so readers can check the record for themselves.
How the collection is organized
Every source retains the citation ID used in the report. An entry identifies the record, its documented provenance, relevant references and an original public source when one is available. A recorded document date is not necessarily the date the document was obtained.
Original records and reading copies
Agency-produced agreements and reports retain the redactions present in the supplied copies. The filed complaint is preserved as a complete filed copy. Archived webpage reading copies remove active website code and unrelated navigation; the entry identifies that treatment. Selected excerpts and explanatory compilations are labeled separately from original records.
What each source establishes
A filed pleading states allegations and requests for relief. Contractor reports and company publications state their authors’ representations. A document describing a required safeguard establishes the stated requirement; it does not, by itself, establish whether that safeguard was performed. Attribution is retained for accounts supplied by an identified person.
Page references and file identity
PDF page references count from the beginning of the complete file. A SHA-256 fingerprint identifies the exact file associated with an entry. The two hearing-caption references F01 and O05 identify the same official caption record and retain their separate IDs for citation continuity.
Authorship
The accompanying report was prepared by the Law Office of J.R. Howell, counsel in the lawsuit discussed. This collection preserves the distinction between the firm’s explanatory material and the underlying sources.
